How Lock Out/Tag Out (LOTO) Can Prevent Accidents and OSHA Penalties for Non-Compliance

Duration: 60 Minutes
Numerous industrial and construction accidents involve the unintended release of energy. Because there is often machinery or mechanized equipment and large forces involved, a lot of these accidents are fatal or at least cause horrific amputations or crushing type injuries. The LOTO Standard by OSHA is intended to prevent these accidents by using a relatively simple sequential process of assuring a zero energy state in a machine or process.

The LOTO standard is widely misunderstood and misinterpreted in general industry. The LOTO standard is one of the most commonly cited standards by OSHA, cited when your facility has a deficiency in one form or another, such as missing certifications, deficient training or audit trail, failure to update or review annually, and a host of other common practices. Any one of these deficiencies can not only cause a critical failure leading to accident or injury but also leave you exposed to a serious OSHA penalty. While it does not require a Ph.D. in engineering to achieve substantial compliance, there are several key elements that must be clearly stated and defined in your written LOTO program. With OSHA having recently revised its penalty structure upwards by an order of magnitude, non-compliance can indeed become wildly expensive. Do you want to understand how to avoid non-compliance and reduce your likelihood of incurring a penalty?

Objectives of the Presentation
  • What the LOTO standard is intended for
  • The additional benefits it can provide to your organization
  • How you can implement a LOTO program with the least amount of pain and disruption to your organization
  • How you can train and certify competent/authorized persons under the LOTO standard
  • Annual recertification requirements
  • Machine guarding basics
  • Questions and answers for your specific activity
Why Should you Attend
Join this session with expert speaker John J. Meola where you will learn about the OSHA Zero Energy Assurance Standard/ lock out/ tag out procedure from the perspective of the average industrial, commercial or construction business. John will discuss the basic and intermediate steps involved in establishing your LOTO program, describe key roles and responsibilities, talk about hardware and devices used in the LOTO process and cover the most common failures in the LOTO audit and inspection process.

John will help you gain a good working understanding of the LOTO intent and mechanics of the standard. You will know where to start and which parts of the standard you can implement concurrently and which parts require a dedicated separate investment such as employee training and selection of hardware. John will look at some selected examples of LOTO program language, policy and procedural sections to give you a head start on writing or revising your program.

Areas Covered
  • Review of the lockout/tag out standard as it applies to your industry and processes
  • Common misperceptions and mistaken assumptions regarding what LOTO does and doesn't apply to
