Affected domestic industries frequently bring action to the Government, seeking relief from foreign producers that are either selling their products into our domestic market below the producer’s costs, or, alternately, are being subsidized by their governments, and thereby have an unfair trade advantage. If the domestic parties are deemed to be injured by the actions of these foreign producers, they may be granted relief by virtue of ADD or CVD, additional duties charged on such imported goods that are within the scope of the investigation. While these actions may help certain domestic manufacturers, they also pose risk, and potentially significant costs, to unwary importers of materially identical goods.
